Popis: | In this article the author highlights the differences between strategic planning and institutional planning and the difficult relation between both. The arguments are based upon the fact that the goals and objectives of the approaches and instruments are different. On the one hand strategic spatial planning is a social/ spatial process, an activity aiming at the sustainable and qualitative transformation and innovation of reality. On the other hand the objective of institutional planning, in most countries based upon land use and zoning planning, is the creation of legal certainty and the regulation of building rights. In the mind and the experience of the author the combination of both legitimate but total different goals using the same approaches and instruments is difficult and almost impossible. |
