This chapter discusses the Model Additional Protocol (AP) mandate approved by the International Atomic Energy Agency (IAEA) officials. The United States, the IAEA, and other members of the international community began promoting a strengthened safeguards mechanism after the discovery of Iraq's extensive nuclear weapon program. Moreover, US administration officials have promoted the universalization of the AP as it significantly improves the IAEA's ability to detect clandestine nuclear activities. The chapter elaborates on the decision-making of Japan, Indonesia, and Egypt on the AP despite the United States' diplomatic pressure. It highlights Egypt's disinterest in joining the AP due to rampant anti-Americanism and the rejection of US global leadership during the Mubarak regime. |
