The power deviation of the tie line and frequency deviation are important indicators for the control operation of the interconnected power grid. The existing assessment standards for the interconnected power grid control often have different focuses, and can not adapt to different situations of the grid. For example, the CPS (control performance standard proposed by North America), which is widely used, is of great significance for network frequency stability, but it is insufficiently concerned in the assessment of tie line power deviation. This paper considers the different needs of the actual operation of the power grid, and starts from the frequency control target of the interconnected power grid and the power control target of the tie line, studies the orientation of different assessment criteria, and further studies the fairness of the assessment criteria for the distribution of responsibilities which adapts to the three-level dispatch management that is unique to China. And thus achieve the adaptive evaluation of the assessment criteria. |
