Popis: The control mechanisms for UN human rights conventions have confronted the United Nations with a series of problems that have been foreseeable for some time now. The main weaknesses of treaty bodies may be summarily characterized as follows. First, they have to date occupied a weak position within the context of the United Nations' human rights system . This is exemplified by the fact that the committees cannot make any legally binding decisions, that they are essentially responsible themselves for follow-up of their decisions and recommendations, and - with the exception of individual institutional links- that they are for the most part isolated from the UN's political decision-making bodies. Finally, despite the doubling of OHCHR's regular budget, the financial and human resources available to them remain restricted in view of the growth of assignments and management functions of the Treaties & Council Branch.
