Position effects under STV: Ireland and Malta

Popis: Research on preference voting systems seems to indicate that where voters are allowed to choose among a party's candidates, the order in which candidates are listed on the ballot has an effect upon the number of nominative votes they receive. This article analyses the effect of ballot position on the electoral success of individual candidates under the single transferable vote (STV). Ireland and Malta use the STV for parliamentary elections, though they differ in the layout of their ballots. The study of the 2002 Irish election and the 2003 Maltese election shows that the number of preference votes received by candidates of the same party is unrelated to their alphabetical placement on the ballot. The analysis suggests that preference voting systems are not particularly vulnerable to position effects when there is a high degree of intra‐party competition.
