Popis: Problem setting. The main obstacles to the e-democracy development in Ukraine are the shortcomings inherent in most post-Soviet countries. The main ones are the declarative nature of the regulatory framework, its fragmentation, and sometimes unreasonable copying of international practices. Over the past decade, a significant number of laws and by-laws have been adopted that, to varying degrees, relate to the sphere of e-democracy, but non- consistency, populism and declarativeness negatively affect the dynamics of the e-democracy development in Ukraine.Recent research and publications analysis. Analysis of recent studies and publications revealed the presence of a generalized analysis of the legal support issues in the sphere of e-government. The authors came to the conclusion that insufficient attention has been paid to the issues of the legal mechanism of public management of the development of e-democracy as a separate sphere. Their constant development should be based on scientifically grounded recommendations and require research on this topic.Highlighting previously unsettled parts of the general problem. The purpose of the work is to analyze the state of the legal support mechanism for the e-democracy development in Ukraine, theoretically substantiate its structure, improve the model of the legal mechanism for public management of the e-democracy development and develop recommendations for the authorities to improve it.Paper main body. The paper analyzes the current state of the legal support mechanism for the e-democracy development in Ukraine. Its model in the form of a 4-level hierarchical structure has been theoretically substantiated and formed. The regulation of the Ukraine legislation has been carried out in accordance with the proposed structure and system of criteria. These criteria are defined in the Recommendations of the EU Cabinet of Ministers on e-democracy. The main shortcomings of the current legislation in this area have been proved. The model of the legal mechanism of public administration of the e-democracy development in Ukraine has been improved, which is focused on the legal consolidation of resource support for the e-democracy development. Recommendations for improving the efficiency of the legal mechanism of public administration of the e-democracy development in Ukraine have been developed.Conclusions of the research and prospects for further studies. The model of the mechanism of legal support for the e-democracy development in Ukraine has been theoretically substantiated and formed in the form of a 4-level hierarchical structure. The model has based on the current state analysis of the legal support mechanism of e-democracy development. The system of criteria in order to select laws and by-laws for this structure has proposed in accordance with the goals of e-democracy defined in the Recommendations of the EU Cabinet of Ministers. The shortcomings of the legal framework in the field of e-democracy have highlighted. They are the declarative nature of the current legislation, lack of resource support, incompleteness, inconsistency, ambiguity, insufficient mutual consistency of documents with each other, low degree of consideration of national features of the democratic processes development in the realities of Ukraine.The legal mechanism of public management of the e-democracy development in Ukraine has been improved. The improved legal mechanism differs from the existing one in that it is proposed to additionally include, after the development of conceptual (doctrinal) foundations, the sequence of the procedure for strategic planning, state target programming, budgeting, with the organization of feedback on the results of monitoring, analysis and evaluation of their implementation, as well as possible adjustments related policies, programs and budgets. One of the components of the model provides for the obligation to take into account the results of the work of the Green and White Books mechanisms when creating conceptual documents. These mechanisms are based on the conclusions of the discussion of topical issues by the public, business and government officials.Recommendations to improve the legal mechanism of public administration for the e-democracy development in Ukraine and include: effective use of the Green Paper and White Paper mechanisms; development on their basis of the Strategy for e-democracy and the Program of measures for the implementation of the Strategy; fixing the mandatory financing of the Program in the budget of Ukraine have been developed.Further research will be aimed at improving the organizational, information-analytical, motivational, financial mechanisms of public management of the development of e-democracy in Ukraine.
