Information technology (IT) governance is a process used to monitor and control key information technology capability decisions to ensure the delivery of value to key stakeholders for organizations. For higher education institutions, IT is considered as a strategic tool on the basis of teaching, research and administration. This paper develops a multi-criteria decision making (MCDM) based decision support tool based on the techniques of Analytical Hierarchy Process (AHP) and ELimination Et Choice Translating REality (ELECTRE). The proposed model is developed in a three dimensional spherical fuzzy environment, which enables the model to capture the vagueness in the problem in a comprehensive way. The proposed model is applied to an IT governance evaluation problem in a higher education institution. For this purpose, four academic units are evaluated with respect to five dimensions of internationally recognized Control Objectives for Information and Related Technology (COBIT) IT governance framework by three decision-makers. The criteria weights are determined with AHP technique, and the alternatives are ranked with ELECTRE by constructing outranking relations utilizing score and accuracy functions developed for spherical fuzzy sets. Sensitivity and comparative analyses; limitations; and future research avenue are also given in the study. |
