Chapter 5 builds on chapters 2–4 to compare the nominations by Russia’s ruling party (United Russia) with those made by the pro-presidential party (Our Ukraine) and a primary opposition party in Ukraine (the Party of Regions). It finds that parties, regardless of the regime in which they operate and their relationship with the executive, may be expected to navigate the move to PR-only rules by reinvesting in a core of seemingly loyal and experienced deputies. However, it also finds that prior party affiliation can mean different things to different organizations. In general, the chapter demonstrates how some party practices when navigating electoral system change may be common across regime type or party status (pro-presidential or not) while others may be regime- or party-specific. |
