The Political Economy of Turkish Foreign Aid

Popis: Turkey has experienced a series of economic and foreign policy transformations since the rise of the Justice and Development Party (Adalet ve Kalkinma Partisi—AKP). This chapter focuses on Turkey’s post-2000 pro-activism in foreign policy through a discussion of Turkish foreign aid. In conjunction with state actions, some non-state actors have also played roles in shaping the foreign policy of Turkey since cooperative interactions between these actors and the Turkish state have led to an entrenched involvement in some regions such as sub-Saharan Africa where Turkey had not had much involvement prior to the 2000s. We borrow the concepts of multi-stakeholder diplomacy and controlled neo-populism to, first, conceptualize the AKP’s recent era political economy and foreign policy strategies and second, on the basis of this discussion, explain foreign aid successes and future challenges ahead. We also build an econometric model through which it is possible to explore some important determinants behind the aid behaviour of Turkey and to evaluate whether Turkey can be differentiated from established donors. Overall, we find that the amount of foreign aid disbursed by donor countries is influenced by economic, cultural, and political indicators. Also, Turkey has distinguished from other donors in the sense that it values common language more than the other donor countries do.
