The Center for the Study of Human Resources (CHR) of the LBJ School of Public Affairs at The University of Texas at Austin, the Texas Department of Human Services (DHS) and the Texas Workforce Commission (TWC) have prepared this report to help meet the information needs of legislators and program administrators who will determine future policy regarding multilingual skills in Texas state agencies. Article II and Article VII of the General Appropriations Act of the 74th Texas Legislature directed OHS and TWC to conduct a multilingual pay pilot program, to assess its effects on costs, clients, staff, and caseloads, and to report results to the Texas legislature by January 1997. In response, DHS and TWC implemented a Bilingual Pay Pilot (BPP) Program that operated from March 1996 through September 1996 in 15 representative offices from each agency. The BPP provided a 2.5 percent pay differential to employees who used Spanish in the performance of their job duties and who passed an examination that established their proficiency in Spanish-language skills. OHS and TWC contracted CHR to assist the assessment of the bilingual initiative and to prepare a final report. |
