The entry into force of the Non-Proliferation Treaty (NPT)1 in 1970 meant a breakthrough for the safeguards system of the International Atomic Energy Agency (IAEA). A uniform verification machinery had been found necessary to support the Treaty objectives of preventing non-nuclear-weapon states parties to manufacture their own nuclear weapons and of supervising, on behalf of every state exporting material and equipment for the nuclear power industry, that receiving states did not divert their imported material to fabrication of nuclear weapons. Before the Non-Proliferation Treaty, IAEA safeguards served mostly the latter objective. |
