Popis: | Chapter 1 contends that that the expanded use of elections in authoritarian regimes since the end of the Cold War offers new opportunities for investigating the consequences of electoral systems on party politics. It begins by reviewing the extent to which weak party institutionalization characterized post-Soviet politics in Russia and Ukraine and describes how the countries’ previous electoral systems operated in such contexts. This discussion lays the groundwork for the contention that both prospective democrats and aspiring autocrats had reason to view closed-list proportional representation as an attractive option, as well as for the assertion that the politics of candidate selection under these new systems provide a novel opportunity to investigate the politics of party development given that the new rules give parties control over who runs for office. |
