Case formulation in cases where children's sexual safety is at stake is neither morally neutral nor emotionally disconnected. Child sex offenders evoke extraordinarily strong feelings in most individuals and communities, and those who assess and attempt to manage their current and future dangerousness do so in a climate that is unforgiving and hyperbolic. The stakes in respect of sexual offenders seem higher, since a badly constructed or inadequate assessment will fail to identify the sources of the individual's problems and, thereby, deny them the opportunity to address them. The assessor needs to balance optimism about the capacity of even the most reprehensible individuals to change with a scepticism that allows for the possibility that the real and covert goal of the individual may be to avoid changing at all.
