| Popis: | In the nineteenth century the great powers in effect exercised a collective protectorate over Turkey. The regime of the Straits was a matter of pre-eminent strategic importance to at least two of the great powers, and its importance to them made it a bargaining counter for the others. Under these circumstances political considerations were paramount. Approval of these powers for any change in the regime would have been required even if no prior treaties had been involved. |
