In October 2010, the Department of Defense (DoD) combined Charleston Air Force Base and Naval Weapons Station (NWS) Charleston into Joint Base Charleston (JBC) under Base Realignment and Closure (BRAC) legislation. BRAC placed the Air Force in charge of all administrative and support activities at JBC with the 628th Air Wing (628 ABW), Air Mobility Command (AMC) acting as host unit for the installation. The 628 ABW is comprised of two operational groups (628th Mission Support Group and 628th Medical Group) and a wing staff directorate (628th Airlift Wing Staff) that provide tenant units with base support functions. The following document was initiated by the 628th Civil Engineer Squadron (628 CES). The 628 CES is a squadron of the 628th Mission Support Group responsible for the planning, building, maintenance, and repair of base facilities and utility systems in support of the 628 ABW and the multi-service missions of JBC. The project was developed to ensure JBC military mission activities are conducted in compliance with all applicable environmental laws, regulations, and policies in accordance with Article III, (D) of the Great Plains Cooperative Ecosystems Studies Unit (CESU), Master Cooperative Agreement No. W9126G-10-2-2010.
