The following article addresses the legal framework of the visa-free regime in Commonwealth of Independent States (CIS) space, the issue of labor migration within post-Soviet space, as well as the use of the CIS visa-free regime by citizens of the Republic of Moldova. The formation process of legal regulation of interaction between CIS participant-states was always defined by the degree of interest in its certain forms and took place both at a two-way level, and at a level of multilateral agreements and interstate integration associations. As such, the existing legal framework of the visa-free regime is an important instrument in managing migration flows in CIS countries. The existing/ established forms of collaboration between states condition the deferent approaches to labor migrants. The Republic of Moldova’s visa-free regime with the CIS states allowed Moldovan citizens to travel for work to CIS countries, although after the introduction of the visa-free regime with the European Union (EU), the mobile flux of Moldovan citizens reoriented towards the EU countries, which led to a significant diminishing of the mobile flow into CIS countries. |
