Popis: | States receiving transition systems change projects from the Office of Special Education and Rehabilitative Services (OSERS) have been field sites for the development and testing of strategies intended to improve the abilities of systems to respond to new and continually changing demands for educational improvement. In this article, we describe results from a multi-year evaluation effort conducted by the National Transition Network. We found that change did occur in the delivery of transition services. Specifically, we found that states were successful in (a) increasing stakeholder awareness of transition needs and issues, (b) increasing the participation of students with disabilities and parents in transition activities, (c) enhancing collaborative relationships among school and community agencies, and (d) establishing and improving policies to support better transition services and outcomes. The strategies that were most likely to be effective in producing this change included (a) inducements and capacity-building activities; (b) sustained commitment of highly skilled individuals; (c) strategic integration of transition activities and resources within complementary initiatives; (d) involvement of all stakeholder systems; and (e) planning and using evaluation information. |
