Popis: No chemical tests have been made under the Toxic Substances Control Act (TSCA) of 1976 despite a court-ordered schedule now in effect. Instead, the Environmental Protection Agency is accepting voluntary testing proposals. Premanufacture notices of health and environmental effects are not including toxicity data, thus passing the burden from the chemical industry to EPA. EPA has also failed to use its powers to control exposure to toxic chemicals or to act in high priority cases. (DCK)
