The study panel: (I) identified enablers for early and continuous entry of forces and supplies into and within the theater of operations; (2) Identified enablers to realize the full potential of the Revolution in Military Logistics pertaining to providing the required sustainment to early deploying forces; (3) Addressed the implications of an enemy "anti-access" capability and (4) Assessed current programmed assets in terms of meeting these challenges. The central recommendations developed include: (1) Establishing the 2nd Armored Calvary Regiment as lethal early entry force; (2) Establishing a National Guard prepositioned equipment group (Brigade size); (3) Increasing Army participation in DARPA's Advanced Logistics Project; (4) Leveraging commercial operators of air/sea lift particularly with respect to the agile port concept and influencing commercial high speed shipping to incorporate national defense features. |
