The internationalization of higher education institutions does not depend exclusively on institutional strategy and resources. Inherited factors such as geographic location, history, economy, culture, and tradition influence how internationalization plays out in higher education institutions. This chapter examines the factors affecting internationalization in Siberian universities by exploring the complexity of their relations with the region and the state. Located in the periphery of the country, Siberian HEIs are at disadvantage in comparison with other HEIs in Russia. Their status nationally is diminished by their geographic location and their position in the international HE space is yet to be established. |
