For the employed individual in California, marketplace solicitation of his enrollment in various health care delivery systems is nearly an accomplished fact. The competition, for a variety of reasons, has not yet become involved with the Medicare or Medicaid systems, but as competition expands and its physician members continue to expand, it is inevitable that competition will involve the governmentally funded sector. Presently in California, approximately 20 percent of the population (about four million people) are enrolled in a prepaid plan of a health maintenance organization (HMO) or alternative delivery system (ADS) type. When one considers the number of people in the state on Medicare (15 percent) and Medicaid (14 percent) coupled with the HMO and ADS enrollment, only 50 percent of Californians are not enrolled in one of these programs. This 50 percent is being vigorously solicited to join various plans in many areas of the state. |
