Model for Evaluating Process Capacity for Interoperability between Environments of Learning Objects

Popis: In this paper, it is presented a model describing the involved processes to achieve interoperability of Learning Objects, Learning Environments, and Learning Objects repositories. The model includes 106 activities which are associated with 16 interoperability processes coming from the interoperability dimensions: technical, syntactic, semantic, organizational, cultural, and educational. Also, a model allowing to determine the interoperability processes capability of the higher education institutions is presented. The former model offers to the institutions a self-assessment which permit them to know and think over about what they are implementing in their interoperability processes as well as the actions that must be addressed in order to have environments interoperable. This paper is focused on explaining the processes capability assessment model, thus first a context of the processes and activities is given, then the evaluation criteria are explained. The evaluation criteria were defined by categorizing the activities according to their impact on achieving interoperability. The assessment model establishes capability levels, however, it is important to highlight that final goal is to show up the essence of institutions in terms of their interests on implementing educational learning environments, so that, the model is not intended to be a certification instrument, it does not look for institutions to have a higher capability level, this is a model that offers assessments for self-knowledge, and based on the institutional interests, changes will be sought.
