Russian-language e-learning and decision-support app for mobile devices on tuberculosis and lung health for primary care workers in Belarus

Popis: Background: Practical Approach to Lung Health (PAL) is a patient-centred approach to improving the quality of diagnosis and treatment of common respiratory illnesses (including TB) in primary health care (PHC) settings. PAL training of 20 PHC physicians in one region of Belarus was shown to improve rational antibiotic prescription for pneumonia, awareness of airborne infection control, counselling in smoking cessation and nicotine-replacement therapy (NRT). The Ministry of Health of Belarus developed the National PAL Guidelines in 2014 with the assistance of World Health Organization Regional Office for Europe. We describe how these guidelines were converted into an electronic format for wider dissemination. Methods: A software application for Android operating system smartphones and tablets based on the National PAL Guidelines was developed by a local company in 2015. This project was supported by WHO and European Respiratory Society (ERS). The app conforms to the digital health target product profiles developed by the WHO/ERS for TB/tobacco. Results: The first version of the application for Android devices contains the following features: i) enhanced access to the guidelines text which adapts to screen-size; ii) follow-up e-mails to patients in support of smoking-cessation and NRT); iii) forwarding of guidelines text to patients via e-mail to strengthen knowledge; iv) automated issuing of medical prescriptions. Conclusion: Initial findings show positive user reactions to the mobile app. Its use will be formally evaluated. The app could be of use in Russian-speaking countries other than Belarus.
