Popis: | Foreign aid is the favourite source of funding for health care in Chad, representing more than eighty percent of the annual health care expenditures. The purpose of this study is to provide through an analytical approach that is both strategic and interventionist, information for the users of foreign health aid in Chad. The study shows that priorities of this aid, conceived as aid for direct intervention, have a specific purpose: the promotion of the modern health care system. The strategies of the intervention are based on a vertical or selective approach. Institution building, primary health care, the health of mother and child, and the fight against AIDS consume more than 80% of the aid budget. Two problems are related to the process of the distribution of aid in Chad. The first concerns the political willingness to target resources in specific problems of health care.
