Management of Investment and Construction Projects of Low-Rise Building Construction with Account of Requirements of Energy Efficiency

Popis: In the paper, the research aimed at the development of interactions between participants of the investment and construction project of low-rise housing construction in Russia is conducted, and the technique of increase in its efficiency is developed. The purpose of the study is the development of interactions at implementation of investment and construction projects of low-rise housing construction. In this paper, with the help of statistical methods, investment and construction projects of low-rise housing construction are analyzed, methods of indicative planning developed model of implementation of the energy efficient low-rise housing investment and construction project on the basis of PPP (Public-private partnership), and also variable schemes and tools of implementation of these projects are offered. These developments can be applied in development of documents of territorially sectoral planning and also in development of programs of development of the construction industry, including low-rise housing construction. The main directions of development of low-rise housing construction are defined. The authors revealed need of creation of complex operators for more effective management of energy efficient projects of low-rise housing construction. The importance of this paper is caused by the fact that by means of the developed model of implementation of the energy efficient low-rise housing investment and construction project with complex operators, it is possible to exempt the private investor from burdensome obligations for operation of an object of low-rise housing construction that significantly reduces possible risks, both for the private partner and for the state.
