This article examines the role of Free Trade Agreements (‘FTA’) in eliminating tariff and non-tariff barriers on trade in the chemical sector. We identify the limits of FTAs as tools for liberalizing trade in the sector, focusing on two issues: the protection of trade secrets and the elaboration of rules of origin in the sector. We conclude that the negotiation of a Global Chemical Sector Agreement, with the active participation of the industry, would generate the greatest benefits for the sector. |
