Popis: With the increase in non-international armed conflicts and their recent spread in (Iraq, Syria, Yemen and Libya), governments are concerned only with enacting laws to prosecute the perpetrators and prosecute them with speedy procedures without taking into consideration the issue of compensation of victims as a result of these actions, the state has issued several legislation to compensate those victims Or their heirs, and among those legislations is the Iraqi Legislative Council of Ministers Order No. (10) for the year 2004 which includes granting citizens who die or suffer permanent disability as a result of internal disputes and terrorist acts appropriate compensation, as well as the issuance of Law No. (20 of 2009) amending compensation Those affected by war operations, military mistakes, and terrorist operations, but these are general and insufficient rules and proven incapable of compensating victims for the reason not to specify the sources of funding for this law in addition to the presence of loopholes in it regarding how to estimate compensation and its elements.
