The economies of Mexico and Alberta, Canada both strongly rely on their respective oil and gas sectors. The governments of these two nations have similar goals to reduce their emissions of carbon dioxide (CO2), a greenhouse gas that is a by-product of industrial activity. Due to Canada’s more extensive experience in developing and implementing carbon capture use and storage (CCUS) projects in depleted oil and natural gas reservoirs, Mexico is now working with Canadians to develop a similar legal and regulatory framework to support enhanced oil recovery for long-term CO2 storage (CCS) projects in Mexico. The Canadian experience indicates clear property rights and certain regulatory system are important in promoting CCUS and CCS projects and a meaningful consultation program with project area residents and other stakeholders is essential to secure community support and timely approval of CCS projects. |
