Educational Policies and Programs for Teenage Parents and Pregnant Teenagers

Popis: Teenage pregnancy and parenthood have long term implications for womens labor force participation. A major intervening variable in this relationship is the level of education completed. The policies and programs of local school systems in Rhode Island are examined in light of these policies. Since the 1960s the federal government has sponsored research and demonstration projects to help pregnant women to remain in or return to school. However in many such programs there were no grants stipends or work-study options and over stringent loan regulations were applied. Neither the federal government nor the states have assumed a leadership role in dealing with the problems. A Rand study shows local school administrators to be passive toward pregnant students problems. In the authors Rhode Island survey 70% of school superintendants indicated their schools had a policy concerning pregnant women. Nearly all reported some services provided to them usually home tutoring referral to community agencies and counseling services. Only 7 of 20 communities reported some child care available. 1/2 the communities had no policy to address how the school would handle early late or medically complex pregnancies. Information on student drop-out rates due to pregnancy is kept inadequately or not at all. It is recommended that the state give more guidance to local communities to create adequate policies maintain sufficient data and to implement programs beyond the services currently provided.
