Since one expected consequence of the closed-list PR systems in Russia and Ukraine was limiting the influence of more independently minded legislators, chapter 2 examines the degree to which different parties nominated those incumbents commonly identified as the most unruly: district deputies. The chapter submits that an investigation into the nomination of district deputies in the first PR-only elections offers initial insight into whether Russian and Ukrainian parties sought to maintain local ties, at least in the short term, as well as the degree to which parties sought to reinforce existing elite bonds or build new ones. One finding from this chapter is that Russia’s ruling party, United Russia, utilized list construction to co-opt previously unaffiliated district deputies, often preferring independents over other partisans. |
