As the stormwater components of water sensitive urban design have gained traction in Australia, large numbers of stormwater control measures (SCMs) have been constructed. Examples of SCMs include trash racks, bioretention systems, and swales. SCMs must be appropriately managed if they are to function as designed. As a reasonably new asset class, management of SCMs around Australia is far from perfect. However, many local governments, and some private sector asset owners, have made considerable progress in developing processes and practices to manage and maintain their SCMs. They have done this by: (1) locating existing assets; (2) determining the condition of existing assets; (3) determining which department should be responsible for maintenance; (4) building a business case; (5) determining if on-ground work should be undertaken by contractors or in-house crews; (6) briefing upward to management; and (7) continually improving. Despite efforts to appropriately manage SCMs, large challenges exist. These will need to be addressed and SCM asset management will need to become mainstream if SCMs are to be appropriately managed. This chapter describes these challenges, operation and maintenance requirements, and a process to develop a mechanism for ongoing operation and maintenance of SCMs. |
