Popis: Stuttgart 21 is one of the greatest city planning projects in Germany. It is a public-private partnership of the privately owned German Railway and the City of Stuttgart. The project is to replace existing railway facilities including the existing terminal station by an underground through station and to develop a new part of the central city on the defunct train track area. Since 1994 the project has developed in several stages from a feasibility study to first concepts, to a competition of planning consultants, to citizen participation and a master plan, etc. The procedural stages, the results as well as the critique and alternative proposals are reported. The project is reflected with regard to the conflicts between the partners—within a network of other actors.
