Popis:	The article outlines the peculiarities of the formation and functioning of specialized academic councils for awarding higher education degrees of Doctor of Science and Doctor of Philosophy to meet the needs of higher military educational establishments (research institutions) for highly qualified teaching and research personnel. The authors substantiate proposals concerning the main provisions of the draft Procedure for awarding the degrees of Doctor of Science and Doctor of Philosophy by specialized academic councils of higher education establishments (research institutions).
