Popis:	Based on the disadvantages of the current emergency management for high-speed railway, it is proposed the establishment of a scientific and efficient emergency management system. In this article, the general framework of the system is first described. Then, the major functional modules of the system are designed. Moreover, the system environment is introduced. In the end, the preliminary designs of the system interface are showed.
