The article explores the possibilities and mechanisms to promote higher levels of forest investment in Latin America and the Caribbean. Investment opportunities are studied from the viewpoints of both local and global benefits. The commercial opportunities of traditional wood-based forest production are analyzed through emerging commercial non-wood products and capturing of payments for environmental services. Forestry-related policy issues are discussed from several angles, includingl and tenure and property rights aspects, the role of protected areas, and the certification of forest products. Several ways to improve the practices and policies affecting investments in forests and deforestation in Latin America and the Caribbeanare suggested. These include regularization of land tenure with focus not only onforestry but also on agriculture. Important additional measures need to be taken when attempting to make use of the opportunities for the private sector throug hmarkets for wood products from plantations and sustainably produced wood and non-wood products provided by natural forests. In the public sector, the concession policies should be revised. It is essential for the existence of both protected areas and managed commercial forests that the public goods generated by them be recognized and appropriate payment mechanisms established for the environmental services they generate. Continuous promotion of key stakeholders’ participation in forest sector policy and program design and implementation is an important element in the questto improve sustainable development through forest investments in the region. |
