The Irish Department of Transport recently published a National Aviation Policy Statement, following a two-year review of aviation policy and consideration of responses to a draft statement.In this presentation, aspects of the policy statement are reviewed from the standpoint of maximising the efficient use of expensive and limited aviation infrastructures.After very briefly summarisig the policies contained the statement, the presentation asks whether there were other important policies, and in particular policy tools, not considered that could improve the efficiency of Irish aviation. In particular, greater use of the price mechanism – such as time of day charging for Irish runways, and tendering for ATC services across the EU – would improve efficiency across the aviation sector, given uncertain demand for runway capacity and excess supply of air traffic control provision. The merits of State ownership of airport assets and of subsidisation of regional airports are also considered. Finally, it is argued that the criteria for a review of airport price regulation should include the extent of airport competition in Ireland. |
