Popis: Community forests in Java Island have grown fast. There are several external and internal interventions that the community forests have to adapt and adopt properly. The dynamic of the situation has resulted in the formation of adaptive power (adaptive power is an ability of components associated with the strength of coupling from two systems). This research addresses to find out the elements that are triggers and determine the adapting power within the complex systems. Once the knowledge of the adapting power has been identified, realistic and feasible scenarios for policy and strategy intervention may be generated. System analysis of both quantitative and qualitative data was used. Adaptability of the community forests was reflected in the format of systems’ coupling between community forests and livelihood systems. Data were obtained from secondary sources and field surveys. This research has found out that community forests are a system which is always in the coupled state with and adaptive to the respective systems of livelihood. The power of coupling system between community forests and livelihood has demonstrated its potential both to generate the most feasible scenarios for policy intervention and to generate strategies to accelerate the contribution of community forests to the improvement of the quality of livelihood.
