In the MIRA open solution approach, seeking common ground and, ultimately, consensus is facilitated by iterating through each of the Requisite Steps while using Decision Uncertainty as a gauge to help stakeholders assess when they are ready to decide. The exact progression and number of times each step is revisited will be different for different public policy analyses. These decisions are controlled by the stakeholder group as they refine their Problem Narrative and minimize Decision Uncertainty. This chapter 4 describes the MIRA initialization process, designed to produce the first run. This Baseline Run provides a benchmark against which subsequent iterations are compared. With policy practitioners in mind, Chaps. 4 and 5 describe the process, analytical strategy, and methodological aspects of the Multi-Criteria Integrated Resource Assessment (MIRA), an open solution approach. |
