By building the modified MOS model, this paper has explored the innovation and entrepreneurship of college students, which based on 21 Chinese policies of entrepreneurship and innovation from 2015 to 2019.This paper has found that the usage of policy tools is out-off-balance, and the coordination of policies at different stages should be improved, government should elevate the intensity of enacting policies at growth stage and maturity stage. Students' motivation of innovation and entrepreneurship should be improved. |
