The systems of help to the decision show inadequacies to negotiate the project of change of the managerial administration dynamically and to achieve the coherence of the process of selection of roads to continue in the productive lines with the optimization of the cost. They offer wide quantitative analysis, lacking of the strategic analysis of the existent alternatives to minimize the unnecessary expenses. This, together to the difficulties of the mathematical models for the quantitative analysis of intangible elements, through the knowledge of the experts, evidences the necessity to have computer tools able to model the particularities of the production to exploit the characteristics of the current environments, with the purpose of contributing to the development of the company state socialist that we aspire. The implementation of this tool has a great practical significance, because it will allow to design and to implement an application web that models the optimization of the cost of production of the liquid steel and the correspondence of the same one with the most feasible road. This model allows the combination of tangible and intangible elements valued through experts, considering scales production categoriales; with quantitative information that allows the selection of the alternatives of decision in the production of steel liquid, as well as that and it integrates to the platform of the remaining modules implemented in the company of Stainless Steels of The Tunas (ACINOX).
