Popis: | In order to conceptualize the emergence of the party-less pluralistic democracy in Peru, this article provides a step-by-step analysis of the institutionalization of the electoral system according to the rules of Western representative democracy, and the progressive constitution of the three-party system (Left-APRA-Right) which dominated the Peruvian electoral scene between 1980 and 1990 before virtually disappearing in subsequent years. The background and corollary to Fujimori's ability to overcome the acute economic crisis and the deadly outbreak of civil war were the successive failures of the political blocs and traditional parties in their administration when they controlled the executive power and in their strategies and tactics for convincing the Peruvian electorate that they represented a credible alternative |
