In this chapter, the author steps away from Immortelle Children’s Centre to provide a picture of the broader landscape of disability issues in Trinidad/Tobago. Disability advocates and a range of service providers describe the challenges of advocacy in the face of limited resources, and call for disability groups to collaborate in building a coherent movement within the context of global expectations and local realities. They identify lack of planning, the “paradox of plenty”, political and personal agendas, and bureaucracy as the main obstacles to advancement of a positive disabilities agenda. They emphasize that, in the absence of reliable systems, social capital or “contacts” are essential for accomplishing disability-related goals. |
