Popis: | Sun Belt Holdings-Vistancia LLC is planning a 3,825-acre housing development (White Peak Ranch) on private land in Maricopa County, Arizona. A cultural resources survey identified 16 archaeological sites within the proposed development. Three sites, AZ T:3:128 (ASM), AZ T:3:281 (ASM), and AZ T:3:283 (ASM), were recommended as eligible under Criterion D for the National Register of Historic Places (NRHP), however, the ACOE, with the concurrence of the Arizona SHPO, recommended the sites be tested to further evaluate their NRHP eligibility. Thus, a NRHP eligibility testing plan was prepared and submitted to the ACOE and subsequently, NRHP eligibility testing was completed at the three sites of concern. In addition to the NRHP eligibility testing of the three sites, Native American consultation on Isolated Feature 90, an isolated small boulder with one pictograph element on it, within the White Peak Ranch project area was undertaken. Letters seeking consultation were submitted to the Salt River Pima-Maricopa Indian Community, the Hopi Nation, and the Yavapai-Prescott Tribe. All three of these entities claim the project area as ancestral lands. The Hopi Nation deferred to the Yavapai-Prescott Tribe who deferred to the Salt River Pima-Maricopa Indian Community. Both the Hopi Nation and Yavapai-Prescott Tribe appreciated Sun Belt Holdings' commitment to the preservation of the petroglyph. In order to assure the petroglyph would be preserved, the Salt River Pima-Maricopa Indian Community requested the repatriation the petroglyph boulder. |
