Popis:	The increase in social production of material wealth requires the solution of a number of problems associated with assuring rational utilization and effective protection of water resources. In countries with a federal system of government, the problem of distribution of resources of surface and underground waters among the members of the federation is a common one. The USSR, as a federal union of fifteen sovereign Soviet republics, also encounters this problem.
