The topic of the final qualifying work: "Development of tariffs for the sale of thermal energy by the method of reference costs". This work is devoted to the analysis of the application of the reference method in the field of sales of thermal energy. Tasks that were solved during the study:Ë study of the theoretical foundations of state regulation of prices and tariffs;Ë overview of the world practice of implementing the method of standards in the formation of tariffs;Ë the study of the methodological foundations of the formation of tariffs in heat supply, in particular, in the heat energy sales sector;Ë analysis of the existing reference comparison methodology in the energy industry of the Russian Federation;Ë analysis and determination of the composition of the actual costs of the sales units of TGC-1;Ë calculation and comparison of tariffs for the sale of thermal energy by the method of indexing and the method of comparison of analogues (reference method) for the sales units of TGC-1;Ë identification of recommendations for improving the effectiveness of the methodology of reference costs in the tariff formation of the Russian Federation. TGC-1 was considered as an example of an enterprise for which calculations of tariffs for the sale of thermal energy were made. As a result, the analysis of thermal energy costs of TGC-1, calculation and comparative analysis of tariffs for the sale of thermal energy by two methods (indexation method and reference method) for TGC-1 from 2022 to 2025 for branches Nevsky, Karelian and Kola, recommendations were also identified to improve the efficiency of using the reference method. |
