Popis: | Performance measurement has become a necessary process in every company to evaluate and compare its performance, in time and with other companies, in order to evolve and do better. Such is the case for the Air Traffic Management (ATM) system. Air Navigation Service Providers (ANSP) were urged by the International Civil Aviation Organization (ICAO) to adopt a performance driven approach in order to answer to the civil aviation growth. Several frameworks were developed by ICAO, European Union, European Organization for the Safety of Air Navigation (EUROCONTROL) and Civil Air Navigation Services Organisation (CANSO). From the multiple performance measurement frameworks, the Moroccan ANSP has chosen the EUROCONTROL framework, and is currently in the process of measuring performance in the Key Performance Areas (KPAs) of safety, environment, capacity and cost-effectiveness. Based on the performance prism framework of Neely et al. (2001), this paper discusses the choice of the framework and KPAs made by the Moroccan ANSP and the feasibility of adopting other KPAs. It also proposes a new framework that can be adequate to the Moroccan ATM system. |
