The Russian women’s movement: the creation of the balance model of interaction between government and women’s initiatives

Popis: The article is devoted to the underexplored problem of interaction between government and women’s initiatives in modern Russia. The conceptual frameworks of the interaction balance between government and women’s initiatives as part of civil society are developed. Here the balance is understood as a system of indicators. Furthermore, there are conditions under which the system of indicators provides the balance in the process of engagement between government and women’s movement. The aspects of the balance of interaction and factors that contribute to the formation of the balance are analyzed. The key role of the development of the balance framework of interaction between government and women’s movement, namely the balance of development cooperation, the balance of reciprocal services, the balance of engagement between parties’ interests, are also noted. The factors that contribute to the balance of interaction between government and women’s initiatives, namely the establishment of the institutional mechanism for gender equality, the gender balance at all levels of government, the implementation of the objective on the agenda of political parties, overcoming disunity of women’s movement, the development of women’s initiatives to support women’s self-employment and women’s self-help groups, the gender education to the population in general, are formulated. The formation process of the balance between government and women’s initiatives is perceived within the context of functioning of the contemporary women’s movement in Russia.
