Popis:	The paper defines the purposes of higher education is to meet the needs of social and individual development, analyzes the changes of the concept in higher education philosophy, and proposes how to achieve the aims of higher education governance. The paper builds the governance mechanisms of higher education quality, realizes the governance of recruitment, training and employment by the analysis of the whole process of higher education.
