Popis: | Long-term strategy for the growth of the petroleum refining industry is based on the growth trends of those industries and other productive activities that are the largest consumers of engine fuels, boiler and furnace fuels, lubricating oils, and petrochemical feedstocks. Specialists have estimated that in the period 2000-2010, residual fuel oils will still account for 7-8% of the total consumption of fuel for heat and power generation in Russia. In our country, power generating plants are the greatest contributor to atmospheric pollution with substances that are harmful to human health, such as sulfur dioxide, nitrogen oxides, and particulate matter. Starting in 1991, limits have been placed on the specific emissions of sulfur and nitrogen oxides with stack gas from boiler units (no more than 400-600 and 185-290 mg/m{sup 3}, depending on size); also, standard penalty charges are being assessed for the emission of contaminants from industrial plants. With such standards, additional investment in environmental protection becomes economically advantageous. Power generating units that operate on liquid boiler fuel can meet these standards either by installing facilities to clean up the stack gas or by using low-sulfur fuel oil (0.3-0.4% sulfur by weight).
