Popis: IN THE FIRST INSTALMENT of this article, the writer discussed some of the possible uses of the federal Acts requiring registration and disclosure of propaganda and propagandists. These Acts were regarded as possible instruments, not of "suppression of civil liberties, but [of] extension of free speech and clarification of the methods by which it can get the best results."1 Freedom of discussion, subject to the public availability of plenty of disinterested information concerning the backgrounds and connections of leading propagandists and pressure groups, was viewed as probably the best means of protecting the public from the dangers of one-sided propaganda, and also from the dangers of suppression and censorship. Yet the position was taken that we are by no means certain how all this may work out. Analysis of efforts in this direction can be considered as part of a developing "science of democracy."2 entirely personal, in no sense to be taken as an official expression of the policy of any government agency. 1 Bruce Lannes Smith, "Democratic Control of Propaganda Through Registration and Disclosure," this QUARTERLY, I942, 6, 27-40. In connection with both instalments of this study, the writer is greatly indebted to his alert fellowworkers in the Special War Policies Unit for many highly entertaining discussions. They must, however, be absolved of responsibility for any errors of fact, tact, or political judgment.
